A 7 year scientific investigation into the Criminal Justice System recently concluded. The investigative scientist that spearheaded the investigation, went undercover as an inmate in 10 different jails, in 4 different states, over the course of the 7 years, for approximately 2,300 days. Most of the jails investigated were in Indiana, but jails in Kentucky, Nevada, and Kansas were also investigated to verify the problems within the Criminal Justice System are national problems, and not isolated issues that can be solved at the state level.
The investigation sought to discover problems within the criminal justice system, so the problems could be solved by providing creative solutions to fix the criminal justice system.
The investigative, scientific study focused on the following:
What became apparent during the investigation is that the 1,000+ Sheriffs and Jail Commanders responsible for recidivism and rehabilitation within American jails lacked the “general competency” to perform those objectives at a satisfactory level. Specifically, the study found that those in charge of making jail rehabilitation decisions, lacked the psychological knowledge and business skills to implement cost effective strategies to rehabilitate offenders.
The study found that the 3 party attorney plea bargain court system is extremely costly to taxpayers. It raised the serious question of whether the criminal defendant's “right to counsel” was worth the cost taxpayers pay to guarantee that right. The study concluded a far better system could be implemented to settle criminal cases for less money then we are currently spending, and our "right to counsel” money currently being spent, would be better spent, by redirected a large portion of those cost to offender rehabilitation efforts and after release care programs.
The study also looked at Criminal Laws and found serious issues with not only the offense statutes, but also with sentencing guidelines, and fairness of criminal trials. The study revealed that those with money to hire private counsel, faired much better in criminal trials than those with public defense attorneys. This discrepancy illustrated that although principles of fairness are built into our constitution, the criminal court system is less fair to those with an inability to pay for an attorney, while the system tends to show favor to those who can pay for their own defense.
The scientist criticized that lawmakers don't punish assault and battery strongly enough, while they simultaneously punish certain drug crimes too harshly. The scientist criticized that sentencing guidelines focus too much on terms of imprisonment, and not enough on rehabilitation.
The main takeaway from the investigation was that the people responsible for the decision making on rehabilitation, recidivism, public safety, and how to spend criminal justice money, are not making good decisions in the best interest of the people. The study found that the group of people that benefit the most from the existing system are the attorneys and the jail administrators that are performing a mediocre public service, while collecting decent government checks.
This study was performed by a domestic Central Intelligence Operative that worked on the CIA Kryptos project for 10 years. A full report on the investigation is being released in March of 2024. The report not only reveals the problems within the criminal justice system, it also offers creative solutions to fix the existed system, by implementing a National Criminal Justice System, built on Total Quality Management(TQM) principles of administration.

Brain science has confirmed that if all children begin a preschool like program at the age of 3, called Early Development School, generations in the future will be more socially and emotionally intelligent.
There were many data points that showed children that didn't get preschool, were significantly more like to suffer future social and economic problems.
What brain science has taught us, is that when a child is born, the brain is most pliable and soft. The brain gradually hardens until it becomes fully hardened at the age of 8.
When the brain is softer, it is much more programmable and teachable then when a child reaches 8.
The ages of 3 and 4 are two of the most important years for developing lifelong social and emotional skills that will last a lifetime. When children miss early PreK, they are more likely to arrive at kindergarten with social and emotional intelligence delays when compared to peers that received PreK schooling.
Once a child reaches the age of 8 the personality is mostly fully developed and changing the personality becomes a more difficult task.
In America, we have a Pre K system that is based on capitalism. The Headstart program is severely under funded. This means the children that are most adversely affected by the current system are children that live In poverty.
Another issue is that the government leaves preschool enrollment, best interest decisions up to parents. The problem with this is that some, not all parents, are not qualified to make this best interest decision and lack the social and emotional skills to ensure proper development of the children in the home during the ages of 3 and 4.
There is a solution to this crisis, but America's continuing “Wreckless Freedom” must be destroyed for the interest of a better future world with happier and healthier people.
An Indiana scientist has recommended that the best solution to fix the problem is to establish a Children's Bill of Rights, that includes the right to Early Developmental School for 3 and 4 year olds that teaches emotional and social intelligence and that focuses on personality and temperment development is in the best interest of future generations happiness and well being.
An Indiana Republican was contacted about their thoughts on such a proposal and they responded, “How will we pay for it?”
The scientist responded, “By firing the two party political system and the 7,500 state and federal legislatures that can't defend the logic of their 51 law books, next to science would be a step in the right direction.”
